The role and mission of PERRP is to ensure public employees in Ohio have safe and healthy working conditions. Public
employers must furnish to each public employee a workplace free from recognized hazards that are causing or are likely
to cause death or serious physical harm. This fundamental requirement is the foundation of the Public Employment Risk
Reduction Act (the Act) which is also referred to as House Bill (HB) 308.
PERRP provides safety and health protection to approximately 600,000 public employees across Ohio. However, HB308
exempted peace officers, firefighters, paramedics, EMTs and correctional officers in county and municipal correctional
institutions from PERRP jurisdiction.
Elements of the Act
The Act ensures a safe and healthful work environment for public employees by providing:
- Public employees a right to refuse unsafe job assignments with a risk of death or serious physical
harm (imminent danger);
- Public employees a right to file a complaint about unsafe working conditions;
- PERRP investigation of fatalities and multiple hospitalization incidents;
- Discrimination (whistleblower) protection for employees exercising their rights under the Act.
The Act also requires public employers to display a “notice” to inform employees of their rights and responsibilities. You

Adopted standards
HB 308 incorporated by reference all Federal Occupational Safety and Health Administration (OSHA) standards found in
the Code of Federal Regulations (CFR) Title 29 Parts 1910,
1926 and
1928 as Ohio Employment Risk Reduction Standards.
All adopted Ohio Employment Risk Reduction Standards are found in Chapter 4167 of the Ohio Revised Code and the
Ohio Administrative Code.
