Drug-Free Workplace Program
The Drug-Free Workplace Program (DFWP) is an incentive program designed
to help employers establish a safer and more cost-effective workplace.
DFWP employers detect and deter substance use and misuse, and take the
appropriate corrective action. BWC's DFWP defines substance use and
misuse as the use of alcohol and other drugs, including prescription,
over-the-counter and illegal drugs, in the workplace, which violates
the employer's written DFWP policy.
You can receive technical support from BWC, and you may be eligible
for 10-percent to 20-percent discounts on your workers' compensation
premiums for up to five years. Even if you do not qualify for the discount,
you will benefit from establishing a substance-free environment for
your employees. The DFWP will help you create a safer, more productive
workplace environment and reduce your workers' compensation costs in
the long term.

47 percent of serious workplace accidents and 40 percent of fatal
workplace accidents have drug and/or alcohol involvement (Occupational
Medicine);

38 percent to 50 percent of all workers compensation claims
are related to alcohol or drug abuse in the workplace (National
Council on Compensation Insurance);

More than 90 percent of alcohol users and 74 percent of
drug abusers are employed (National Institute on Drug Abuse, Department

An average of 15 percent to 17 percent of employees in every
U.S. company are substance abusers (Bureau of Labor Statistics);

40 percent of the time a substance user causes an accident, a
coworker is injured (Occupational Medicine).
Employers who implement the DFWP will provide greater protection

Drug-Free EZ (DF-EZ) Program
DF-EZ targets more than 25,000 Ohio employers with an average of 25 or fewer full-time
employees. Like DFWP, DF-EZ makes it possible for employers to receive premium discounts
of up to 20 percent for up to five years by implementing a substance-free environment
in their workplaces. As an added bonus, these premium discounts typically are applicable
to employers already participating in group rating.

Premium Discount Program + (PDP+)
PDP+ is an incentive program designed to assist experience-rated employers
(not in group or retrospective rating) having a .90, or greater, experience
modifier establish a safer, more cost effective workplace. For implementing BWC's
10-Step Business Plan, employers will receive premium discounts of up to 10 percent
for each of the first two years of participation and up to 5 percent for the third year,
upon meeting program requirements.

10-Step Business Plan
The 10-Step Business Plan is BWC's initiative to help employers in developing, implementing, and managing a
workplace safety and health program. The programs goal is to help companies develop a
culture where every employee values and takes responsibility for safe job performance and is actively
involved in the management of workplace safety and health.
Successfully managing the inherent hazards within any industry requires that all staff members
understand the value placed on safety and health by the companys leadership, understand their individual
performance responsibilities and continue to acquire knowledge in safety and health. Integration of the
10-Step Business Plan helps a company promote a culture of safety awareness and identifies safety as a
core value of the organization.
The 10-Step Business Plan is an integral part of the following BWC cost-control programs:
- DFWP;
- DF-EZ;
- PDP+;
- Retrospective Rating Program.
The major components of the 10-Step Business Plan are:

Medical treatment and return-to-work practices Early return-to-work strategies help
injured or ill workers return to work;

Communication Regular safety and health communication keeps employees informed and
solicits feedback and suggestions;

Timely notification of claims Employers must report claims immediately to the MCO,
which reports the claim to BWC within 24 hours;

Safety and health process coordination Assign the role of coordinating safety
efforts for the company;

Written orientation and training plan Conduct orientation and training for all employees;

Written and communicated safe work practices Publish safe work practices so employees
have a clear understanding of how to accomplish their job requirements safely;

Written safety and health policy A written safety and health policy signed by the top
company official expresses the employers values and commitment to workplace safety and health;

Record keeping and data analysis Internal program verification, through audits, surveys
and record analysis, assesses the success of company safety efforts.
