General group rating information requirements

How do you participate in group rating? You must:
  • Apply through a trade association or other organization of which you are currently a member;
  • Be current on all undisputed premiums, administative costs, assesments, fines or monies otherwise due any fund administered by BWC;
  • Unless the employer submits, prior to the application deadline, a dispute of obligation to BWC's Adjudication Committee by a written letter detailing reason for objection and supporting documentation, the employer must be current, not more than 45 days past due on any and all premiums, administrative cost assessments, fines or monies otherwise due including amounts due for retrospective rating by the application deadline.
  • Not be participating in part-pay agreement for payment of premiums or assessments due the state fund at the time the application for group rating is due;
  • Not have cumulative lapses in workers' compensation coverage of 59 days in the past 18 months preceding the application deadline;
  • Be in an active status on the first day of the policy year for group rating.
  • The employer must be in an active status as of the application deadline. An employer who becomes active and obtains coverage after the deadline may not participate in group rating.
  • No employer may be a member of more than one group for the purpose of obtaining workers compensation coverage. Applying for more than one group on a valid application for group rating will result in rejection of the employer from all groups for which the employer applied.


The group also must demonstrate a common purpose and possess proven results from safety and loss-control practices. This helps confirm that the group's loss experience will differ from an individual employer's experience.


BWC adjusts rates for the group using experience-rating credibility tables appropriate to the employers taken as a whole, as if the group was one big company. The group rating plan is an annual plan for the rating of a policy year.
Largest possible discount and average discount statistics
95 percent is the largest possible discount a group rating program can achieve. Last year, the average group rating discount was 60 percent.


Program deadlines for private and public employers

  • Applications for group rating from private employers must be received by BWC from the group sponsor by the last business day of February of the rating year for which they are applying. Example: An application for the 2005 rating year (July 1, 2005, through June 30, 2006) must be submitted by the group sponsor to BWC by Feb. 28, 2005.
  • Applications for group rating from public employers must be received by BWC from the group sponsor by the last Friday of August for the upcoming rating year of which they are are applying. Example: An application for the 2006 rating year (Jan. 1, 2006 through Dec. 31, 2006) must be submitted by the group sponsor by Aug. 26, 2005.
